Nuvi 650 screen does not respond all the time?

My Nuvi 650 touch screen seems to have a mind of its own. Sometimes it works fine (when I do not need it) and other times (when I am lost) it will not respond to any touch. Why?

Can I purchase an instruction book for my Magellan Roadmate. I lost the one that came with it?
