My TomTom was stolen as my work car was broken into, can it be tracked?

I don’t think so. It may know where it is but it has no means to communicate that information to you.
But I have no idea what a TomTom is. I guess it’s a GPS with a fancy name.

YES… most of GPS can be tracked by serial number also a laptop can be tracked as well if some who stole it uses it to get online.
Your tom tom can be tracked because tom tom work with via satellite network and each GPS system has it own serial number so yes in some cases in can be tracked even if it sold on the internet.

No, the TomTom is a one-way device and only receives a signal, like a television. The serial number would only be useful if you found it in a pawn shop.
